ICCL has been campaigning for the ratification of the Optional Protocol Against Torture for years. Finally after a significant period of inaction, the Government is taking steps towards ratification. ICCL stands for a country where everyone feels safe, no matter where they call home.
The ratification of OPCAT through the proposed Inspection of Places of Detention Bill 2022 would ensure the inspection of all places of detention by national and international bodies in order to prevent torture and ill treatment. However, we have identified significant shortcomings in the proposed legislation, chiefly that some places of detention such as Direct Provision Centres have been left out entirely.
We have made a submission to the Oireachtas Justice Committee identifying strengths and shortcomings of the Bill, and will continue to engage with the Oireachtas to ensure that this vital legislation includes everyone that it should.
